A recent pact signed in New York could be a game-changer for career opportunities of thousands of Pakistani nurses looking for employment opportunities in America. Under this arrangement, the American Pakistan Education Foundation (APPAC) and the Pakistan Education Endowment Fund (Pak-EEF) have inked an official memorandum of understanding aimed at providing employment opportunities for Pakistani nurses within U.S. hospitals.
However, this project was not conceived overnight either. Board members of APPAC paid two separate trips to Pakistan where extensive deliberations took place about medical staffing training, nursing education, and allied health training programs. In support of the project's objectives, the Deputy Speaker of the New York State Assembly, Phil Ramos, threw his political weight behind a project specifically designed to assist nurses in Pakistan acquire global licensing credentials.
This visit also provided an opportunity for the delegation to explore further collaboration between both nations in general terms.
NCLEX Program Opens the Door for Pakistani nurses
One such program implemented through Pak-EEF is called the National Council Licensure Examination (NCLEX) Nurse Placement Program. This government-sponsored project prepares nurses in Pakistan to obtain international licensure for employment purposes. During the national recruitment phase, a total of 2,759 applicants were registered under the scheme. Following an intensive selection process, 300 nursing professionals qualified to enroll in the training course.
This is evident from the current outcomes achieved by the program participants. So far, more than 80 nurses in Pakistan have obtained their NCLEX licenses and are eligible for overseas assignments. Meanwhile, there are also over 220 other candidates in the testing phase. What makes this program unique is its ability to help financially challenged applicants secure their license while staying in Pakistan.
The newly inked memorandum now provides an official framework through which APPAC can establish ties with US-based hospitals, nursing homes, healthcare providers, academic institutions, and professional bodies looking to recruit skilled Pakistani nurses and doctors.

In addition, APPAC would collaborate with Pakistani and American universities and institutions to enhance nursing education, facilitate faculty training, and develop professional exchanges.
According to the agreement’s details, there would also be scholarships, educational programs, and training collaborations involved in this initiative. In turn, Pak-EEF would screen out nurses and medical practitioners from Pakistan with the necessary credentials. Moreover, Pak-EEF would assist these individuals in preparing for their exams and obtaining all the necessary certifications required.

Kamran Tesori, former governor of the Sindh province who had initially approached Phil Ramos in April 2023 concerning sister-state relations between NY, Punjab, and Sindh, viewed the MOU as concrete evidence of past diplomacy translating into reality for Pakistani nurses and other healthcare workers.
Following the establishment of the training pipelines and receiving institutional support, Pakistani nurses currently enjoy easier pathways towards American healthcare jobs compared to the previous few years. How rapidly this system bears fruit will depend on the next several months following the formation of the joint task force.
