KARACHI: Pakistan outsourcing ranking has entered the world’s top 8.3% in the Global Outsourcing Talent Index 2026, with the country securing 16th position globally and outperforming major economies including the United States, United Kingdom, and Japan.
According to the latest report released by Ataraxis Management, countries have been judged on four important aspects: availability of talent, competitiveness of labor costs, digital infrastructure, and English proficiency. While advanced economies often struggle with high overheads, Pakistan’s unique combination of skilled professionals and affordability has made it a rising powerhouse for global services.
A Talent Powerhouse Hiding in Plain Sight
One of the report’s most striking revelations is Pakistan’s Talent Availability Score of 80/100. This score places the Pakistani workforce on par with established economies such as the United Kingdom, Australia, and South Korea.
On talent alone, Pakistan ranks #8 globally. It currently leads every EU country, all Middle Eastern nations, and every African economy included in the index. This deep talent pool specializes in high-value, analytical roles, including:

Outperforming Global Giants
The 2026 index highlights a massive shift in outsourcing dynamics. Although the US (#86) and Japan (#144) continue to be technologically innovative countries, their expensive nature and market saturation render them less attractive as destinations for outsourcing than Pakistan. In Southeast Asia, Vietnam (#32) and Singapore (#177), have also fallen behind Pakistan in terms of competitiveness.

With a score of 97/100 in labor costs, Pakistan even beats India (96/100), thereby being arguably the cheapest country in the world for doing high-level technical work.
The Bottleneck: The Infrastructure Issue & Its Solution – A Multi-Billion-Dollar Opportunity
Despite such rapid development, now Pakistan is facing another problem – digital infrastructure with the current score of 30/100. However, according to Ataraxis Management, Pakistan still has an incredible opportunity, as increasing its current score in digital infrastructure to just 50/100, equal to the score of India, would allow Pakistan to break into the top 11 countries worldwide. There are currently 116 million Pakistani citizens who are using the Internet, and the active development of 5G and fiber-optic Internet connections shows that this will happen very soon.
Overcoming the Language Barrier
As many opponents of Pakistan cite lack of English as the primary language issue, it should be mentioned that the country’s English score is 60/100, the same as India’s and China’s. While the national average remains in the “Low Proficiency” category, urban centers serve as elite hubs where English is the primary language of business and education.
As Pakistan continues to scale its IT exports, it is no longer just a “budget” option. It is a world-class contender ready to transform into a top-10 global outsourcing powerhouse.
