RIYADH: In response to an agreement made during a recent high-level meeting in Mina between the two countries, the government of Pakistan has decided to send its Federal Constabulary’s Special Diplomatic Protection Unit with 200 members to undergo security training in Saudi Arabia. This decision to conduct the Pakistan Saudi Arabia security training was taken after the discussion held by Pakistan’s Interior Minister, Mr. Mohsin Naqvi, along with the Saudi Interior Minister, Mr. Abdulaziz Bin Saud Al Saud, on Thursday.

It was confirmed by the interior ministry in its social media post on X that both ministers exchanged greetings for Eidul Azha upon meeting, and the Saudi minister congratulated Naqvi for his participation in Haj.

What is Included in the Pakistan-Saudi Arabia Security Training Program

The Pakistan-Saudi Arabia security training program focuses on training personnel from the Federal Constabulary’s highly specialized force called the Special Diplomatic Protection Unit that provides protection services to diplomatic missions, important foreign personalities, and critical installations in Pakistan. The significance of training these specialized officers in Saudi Arabia lies in their getting firsthand knowledge about how a highly experienced diplomatic protection institution like Saudi Arabia conducts its business.

Saudi Arabia’s security forces ensure the safety of various foreign embassies, provide security to millions of pilgrims each year who come to perform Hajj and Umrah, and function amidst a volatile security environment in the region – all of which can greatly contribute to professional development in Pakistan’s diplomatic security corps.

Pakistan and Saudi Arabia Security Training Program: Part of Larger Bilateral Issues and Internal Security Discussion

Pakistan and Saudi Arabia’s security training program announcement came as part of larger talks related to bilateral relations and internal security issues of the two nations. This discussion at Mina afforded both officials a chance to discuss not only the security training arrangement but also their overall relationship regarding security cooperation between the two states.

The Saudi interior minister particularly commended Pakistan for its constructive efforts to lower tensions in the region during their meeting – a gesture that holds diplomatic significance because of the volatile nature of the entire Middle East and South Asia region at present. This gesture reflects Saudi Arabia’s appreciation for Pakistan’s diplomacy during a time when stability requires diplomacy among all the neighboring countries.

Diplomatic Negotiations During Haj Yield Practical Benefits

The security training program initiated by Saudi Arabia and Pakistan is an example of how Pakistan utilizes its participation in the Haj season to conduct practical bilateral diplomatic negotiations other than worshiping. The visit of Pakistani Interior Minister Naqvi to Saudi Arabia during Haj in Mina was used effectively to conduct high-level security negotiations between the two nations.

The practice of conducting diplomacy during Haj is indicative of the strong and consistent nature of the relationship between both countries, as high-level interactions take place sufficiently often for the purpose of reaching practical agreements rather than just going through diplomatic motions.

Improving Pakistan’s Diplomatic Protection Capabilities

The 200 individuals chosen for the security training program in Pakistan and Saudi Arabia indicate that the government of Pakistan has made a substantial effort to improve its professional capabilities. Diplomatic protection demands skills that are unique in their own right, skills that are completely separate from law enforcement or military skills.

By accessing the security training facilities of Saudi Arabia, the Special Diplomatic Protection Unit from Pakistan is exposed to best practices internationally in an area where the results of failure to prepare can be seen as diplomatic failures and personal security lapses rather than just ordinary shortcomings.
