CAIRO: President Abdel Fattah al-Sisi of Egypt on Saturday unveiled the new strategic command centre for the country, which is considered to be one of the biggest milestones ever achieved by any military infrastructure in the Middle Eastern region. The complex has been officially named the Octagon because of its unique design consisting of eight interconnected structures, and it now boasts the title of being the largest military and security complex ever built in the world, even larger than the United States’ Pentagon.

Designed within the new administrative capital of Egypt, which is located some 45 kilometers from Cairo, the Egypt Octagon is a step ahead of time on how Egypt plans to conduct its operations of command and control into the future.

Eight Buildings, One Coordinated Unit

Octagon is actually an architecture-inspired name for the building since it consists of eight large buildings interconnected together to create a unified campus. This kind of architectural style is not just about appearance; it is more than that. The architects decided to use this style so that the different branches of the Egyptian security and defense system could be physically connected into one place.

The total land area occupied by the Egypt Octagon military command is 22,000 acres with an estimated interior usable floor space of 4.7 million square metres. By way of illustration, the United States Pentagon, which is considered to be the benchmark of military command structure around the globe, sits on a total land area of about 583 acres. It becomes evident how much bigger the Octagon is compared to the Pentagon.

The Octagon – A Critical Innovation in C4ISR

In his speech during the opening ceremony as the Egyptian President and the Supreme Commander of the Egyptian Military Forces, President Sisi said that Octagon is a critical innovation in Egypt’s ability to manage its command and operations. In doing so, he went beyond simply saying that the Octagon is an important piece of infrastructure to saying that it is an innovation in how Egypt manages its military operations.

There is no doubt that the strategic location of Egypt is unique. To the west of Egypt, there lies Libya; to the south, there is Sudan; and in the east, Egypt’s neighbor is Gaza Strip/Israel. The Egypt Octagon, the new headquarters of the Egyptian military, perfectly meets the needs of such a location by serving as the central point for security information handling and processing through technology.

AI and Cutting-Edge Technologies at the Heart of It All

According to Egyptian government officials, the Octagon facility utilizes command and communication technology along with artificial intelligence technology. The use of artificial intelligence technology in such an important national military base is a reflection of how other countries in the region are upgrading their defense systems with the help of technology, especially artificial intelligence technology.

Location of the facility in the New Administrative Capital is in itself a very important strategic choice. The new capital of Egypt, which is currently under construction, has been built to serve as home for the major ministries, financial bodies and also the headquarters of the military in Egypt in one planned city that is more secure and resilient than the overcrowded Cairo.

A Benchmark for Global Defence Investments

There are no reported costs of the Egypt Octagon military headquarters as yet from the Egyptian government, and the total expenditure on the project is still unknown. But considering the huge amount of area under construction — 4.7 million square metres of space over 22,000 acres — the analysts and experts who were present at the opening ceremony found that the complex was probably the biggest defence construction investment ever made in the region.

The Egyptian government claims that the Octagon complex is the biggest military headquarters in the Middle East region, surpassing the similar projects of other militarily strong nations such as Saudi Arabia and the UAE.

A Statement of Strategic Intent

The construction of the Egypt Octagon military headquarters is an important message that goes far beyond mere infrastructure. Egypt has long attempted to establish itself as the “anchor” state of the Arab world, which requires both the largest standing army and the ability to exercise control over it through technology and institutions.

In light of continued instability in the wider Middle East – including a precarious ceasefire between the US and Iran, Libya’s ongoing efforts to achieve political stability, and the civil war in Sudan – Egypt’s decision to consolidate and modernize its command of national security represents an informed recognition of the challenges of its geography.
