The landscape of solar energy in Pakistan just became more friendly. According to the recently declared policy of NEPRA (National Electric Power Regulatory Authority), it is no longer necessary for any individual using solar power on a small scale to hold any license to generate electricity in order to install the metering system on net basis. This new policy shall be applicable to consumers using a maximum of 25 kW capacity solar metering.
What Was Different and Why Was It Important?
all customers who wanted to install solar panels would have to obtain a license to generate electricity before being allowed to connect to the national grid irrespective of their installation size. This was an unwarranted process that increased challenges in putting up the solar energy generators even when there was a need for smaller generators.
The elimination of this need for any system under 25kW immediately solves all these problems. Now, small consumers of solar energy can simply go from deliberating to installing without having to wait for approval from regulations, which makes the whole procedure fast and inexpensive.
Trigger for Change Due to Ministerial Directive
This was done following an order given by the Federal Minister of Power, Sardar Owais Ahmed Khan Leghari. As per the spokesman for the Power Division, Sardar Leghari ordered the Power Division to approach NEPRA for removing the licensing requirement for small solar power generation plants. The new regulations were then released by NEPRA following these instructions.
Such pressure from above is an indication that energy policy makers in Pakistan have placed solar simplification high on their agenda and consider it to be more than just another bureaucratic modification.
Rapid Increase in Solar Adoption
The implementation timing of the new policy by NEPRA is in line with the increasing number of rooftop solar systems being installed throughout the country. The combination of higher electricity rates, frequent power cuts, and decreasing costs of photovoltaic modules has encouraged millions of people to switch to off-grid energy solutions. Statistics indicate that net metering installations have increased considerably in recent years.
But the issue of obtaining a license had continued to be a stumbling block for some of the smaller users who were not capable enough to undertake such a cumbersome procedure. This step by NEPRA would directly eliminate this hindrance and speed up the process of installing solar energy connections.

Net Metering Policy Keeps on Expanding
The implementation of the net metering policy was undertaken by Pakistan to enable consumers to feed excess power into the national power grid system, essentially reversing the meters and saving on power charges. With this in mind, net metering has enabled people to invest in bigger solar plants.
The latest concession granted by NEPRA comes in this context. With the removal of licensing costs from the list of requirements for small-scale solar installations, the process of net metering becomes more realistic for a wider cross-section of society.
Wider Energy Objectives Inform the Ruling
The decision by NEPRA is seen by industry specialists as a component of the greater strategy employed by Pakistan towards ensuring its energy independence through lowering fuel dependency, reducing power generation expenses, and stabilizing an electrical grid that has been struggling economically and structurally for years.
Solar power installed on rooftops is one of the most expedient ways to produce electricity locally. Each additional installation on the net metering system alleviates the burden on the national grid, decreases the pressure on the importation of fuels, and helps Pakistan meet its renewable energy targets. The decision by NEPRA to exempt small solar users from needing a licence may turn out to be one of the most significant policy measures taken this year.
