124,000 Punjab Police Personnel Deployed for Muharram Security

LAHORE: The Punjab Police has finally formulated their security plan for the Muharram festival, and the figures indicate the seriousness with which this year’s security arrangement is taken. Over 124,000 members of the police force and their personnel will be deployed throughout the province for the first ten days of the festival of Muharram.

The Muharram security plan of Punjab Police entails security for 37,868 religious functions and 9,412 mourning processions held throughout Punjab. This amounts to a total of 47,300 events requiring security at one time.

Deployment of 124,000 Police Officers

In the Punjab Police security plan for Muharram, police force is allocated into three different layers, which serve to meet the security needs of each unique aspect of the threat.

A total number of 41,200 officers will be used to protect places of religious gathering events. They will ensure control over entrance areas, monitor crowd density, and provide visible protection at such places where crowds gather for praying.

The number of individuals responsible for protecting these processions stands at 73,400. It is these moving ceremonies that offer the greatest security risks due to their unpredictable nature, as well as the long distances covered and the great masses of people along the route who accompany the procession members. Security in processions calls for constant communication, mobility, and flexibility.

There will be more than 9,500 extra police officers patrolling the procession routes and venues, among others. This forms part of the security network that ties up all static postings and reacts to any new developments that could cause problems.

Inclusion of Elite Units into the Plan

The security arrangements for Muharram in Punjab include all the capabilities of Punjab’s specialized police force. The Counter Terrorism Department is set to work during the Muharram event, ready to deal with any form of organized threats.

The Special Branch will continuously gather intelligence about possible threats and provide relevant information to commanders in the field. The Traffic Police will control the movement problems created by these processions on the roads of Punjab’s urban areas.

Safe Cities Cameras Keep Watch Day and Night

The technology is an integral part of the Punjab Police Muharram security strategy. Cameras belonging to the Safe Cities Authority will watch processions and rallies on a round-the-clock basis through the entire Muharram period and deliver live footage to command centers regarding events being held in the province.

This kind of surveillance technology allows commanders to locate surges in crowds, detect any unusual behavior, and deploy field units to deal with any problems more quickly than would be possible with patrols alone. This is a crucial tool when dealing with nearly 47,300 events at once.

Through the announcement regarding the implementation of the security plan, the IG Punjab has given clear guidelines to all organisers of events taking place in Punjab Province. All processions and congregation events must happen in authorized venues on authorized routes. There will be no deviation from authorised schemes under any circumstances.

Section 144 will be enforced strictly during the month of Muharram. Likewise, the Loudspeaker Act will also be applied. Both measures are normal parts of managing large-scale religious events in Pakistan and give the police powers to act in certain situations where there may be problems of law and order.

Ban of Pillion Riding on 9th and 10th Muharram

The other very operational aspect of the security plan of the Punjab Police for Muharram security is the ban on pillion riding on the 9th and 10th of Muharram. This is because the 9th and 10th days are those which pose the maximum risk from the security perspective.

It is a blanket ban imposed in the whole province of Punjab and aims at exploiting the identified weakness for previous years. However, certain exceptions are also laid down in the ban of pillion riding, including senior citizens, women, and policemen.

Punjab Police’s plan for providing security for Muharram is the result of years of experience dealing with one of Pakistan‘s most important annual religious events.
