World’s First Global Self-Driving Car Standards Adopted by the UN

No need to get separate approval in each individual country. Geneva recently updated the guidelines for self-driving cars around the world. Here’s what that really means.

International rules regulating completely driverless cars were approved on Wednesday by a UN body, according to which universal standards for safe operation of such vehicles will be set.

Fear of safety issues, and the expense of developing the next generation of technology, have been long-standing hindrances to the development of autonomous vehicles. The emergence of such cars onto the roads of various cities across the globe has prompted fears among manufacturers due to different regulations by countries.

Where the Decision Originated from

As an attempt to tackle this problem, the World Forum for Harmonization of Vehicle Regulations met at the United Nations in Geneva to establish a regulatory system for vehicles fitted with self-driving capabilities, involving many states, automobile manufacturers, and IT firms.

The UN global rules self-driving cars were finalized after an intensive drafting process of about 10 years. This was a safety case approach where a detailed evidence base is used to argue that a vehicle is safe enough for marketing.

How the Framework Operates

The regulations will introduce common standards for safety and a common approach to testing vehicles that use ADS technology, with the aim of increasing mutual trust between government agencies, industry, and the general public. Importantly, with the new agreement, autonomous vehicles manufactured in one of the countries can be sold elsewhere without additional restrictions.

Over half of the 62 member states of the 1958 treaty supported the initiative, allowing for mutual recognition of autonomous vehicles. The United States, Canada, and China are some of the 13 nations that included the same legislation in the 1998 treaty, but do not allow for mutual recognition.

Compromising Safety Not an Option, Say Officials

Richard Damm, chairman of the UNECE Working Party which put forward the proposal, assured that the involvement of all the major stakeholders did not entail making any compromises when it came to safety. “This regulation is no compromise to safety,” he said. “This is really a huge step. This is extremely important, as automation will become one of the technologies of the future.”

What Manufacturers Need to Do

The new paradigm will make it imperative on manufacturers to ensure that the testing process meets high credibility standards. In addition, manufacturers will be required to put in place auditable safety governance and processes for the entire lifespan of the ADS. Amendments to over UN global rules self-driving cars.

Why It Matters for a Rapidly Growing Industry

There were over 8,000 robotaxis operating in over two dozen major cities in China and the US by the year 2025, doubling from the previous year, based on an IEA report issued in May. By 2035, there could be up to 700,000 robotaxis serving between 40 and 80 major cities, per the IEA.

It is at that scale that harmonized regulations become truly indispensable, not just some kind of formality, as otherwise it will simply be impossible to scale up to millions of cars per market.

With this framework now in place, the process shifts to the national level for those signatories. This decision taken in Geneva provides an industry, which spent a decade dealing with uncertain regulation, with the basic structure that has been long awaited by many in the industry.
