UAE Bans Children Under 15 From Social Media

The UAE has implemented an outright ban on children aged 15 years and below from engaging in the creation of social media profiles, or using any social media network. The UAE social media ban for children has completely done away with the exemptions that previously existed, and therefore there is no longer any way through which one can get authorization from a parent/guardian to have a social media account.

This ruling was formalized by the UAE cabinet, creating one of the most elaborate social media laws for children in the world. Those platforms that violate the law are subject not only to fines but also bans on their operations in the UAE.

AI and Digital ID Ensure the Policy is Practically Executable

The previous policies that have been put in place for restricting access of minors to any website had an inherent limitation, which was enforceability. These policies were based on the declared birth year of the user, and children found it easy to bypass them.

A digital ID and AI-based verification system is now mandatory for user identification across all social media platforms operating in the UAE. This means:

  • No self-declaration — users cannot simply type in a false birth year
  • AI verification — algorithmic systems cross-reference digital identity credentials
  • Platform accountability — the burden of verification falls on the platform, not the child or parent

This one year’s allowance is both liberal and strict. It allows the social media platforms ample time to construct the necessary framework for verification, while setting the deadline after which no leniency will be shown.

The UAE social media ban children regulations impose clear obligations on every social media platform operating in the country:

  • Block new accounts — no child under 15 may create a personal account on any platform
  • Close existing accounts — all current accounts belonging to minors must be identified and shut down
  • Implement AI verification — digital ID systems must be integrated into account creation processes
  • Timeline: platforms have 12 months to achieve full compliance

Platforms that violate the rules face fines and bans from operating within the UAE — consequences significant enough to force action from even the world’s largest social media companies.

Why the UAE is Taking This Step at This Time

The UAE child social media ban policy is coming at a time when there is an increasing awareness all over the world regarding the negative effects of social media on the well-being of children. The research that shows the connection between social media use during childhood and anxiety, depression, eating disorders, and cyberbullying has raised pressure on countries to make policies for it.

A few nations have already gone down this path. Australia has recently passed stringent age restriction laws in December 2024. In the UK, there was an increase in the Children’s Code through the Online Safety Act. Meanwhile, the US is still in discussion regarding age restriction laws at the federal level. The UAE’s approach differs from others in one crucial aspect – it is backed by the use of artificial intelligence for verification purposes.

The abolition of the parental consent option is by far the most important and controversial aspect of the policy. Currently, most age-based restrictions worldwide provide parents with the option to obtain consent on behalf of their children under the set age limit when using social media sites. However, the UAE’s framework does not.

As far as the justification is concerned, it is crystal clear that the dangers associated with these sites cannot be overcome by the consent of the parents. Just because a parent allows their 12-year-old child to access the site does not mean that the site is safe for a 12-year-old child. The UAE government considers this an issue of public health and children’s safety.

A Global Benchmark on Its Way

The policy of prohibiting children from using social media in the UAE, based on AI authentication, fines of the platforms, compulsory deletion of accounts, and withdrawal of exceptions for parents, is an example of the most advanced legislation on social media protection of children to date.

However, the success of its implementation will largely be dictated by the rigour with which it is implemented, how quickly the platforms comply with it, and the efficacy of the AI verification tools employed. Nevertheless, as a statement of intent on regulation, the UAE has set an example that other countries will now look closely at.
