Pakistan Invites Bids to Develop Strategic Oil Reserves for First Time

Monday marked a practical move made by Pakistan towards securing its energy requirements as Pakistan LNG Limited issued a call for bids by technically reputable consultancy firms from around the globe to conduct a feasibility study to create strategic petroleum reserves which currently do not exist in Pakistan. This project will be undertaken by PLL according to guidelines provided by the government of Pakistan.

PLL is an entirely owned subsidiary of Government Holdings Private Limited which falls within the purview of the Petroleum Division of the Ministry of Energy. PLL will be in charge of managing the entire research process including the architecture for reserve development.

Strategic Petroleum Reserves: Why Pakistan Needs Them Now

The lack of strategic petroleum reserves in Pakistan makes the nation extremely vulnerable to any kind of disruption, price fluctuation, and even political events which might affect the availability of oil and gas suddenly. The recent political tension in the region leading to a force majeure from Qatar in regard to LNG supplies is a prime example of such a situation.

The countries that Pakistan wishes to follow in setting up its own strategic petroleum reserve, such as the US, China, India, Japan, and even most member nations of the IEA, usually stock anywhere from 30 to 90 days worth of consumption coverage. Deadline of July 1 Outlines the Schedule

The Pakistan LNG Limited has made it clear that there will be a definite deadline on July 1, 2026, at 1400 hours, Pakistan Standard Time, by which time electronic proposals can be submitted. The bids open at 1430 hours on the same date and time, which is a clear indication that PLL wants to streamline the planning for strategic petroleum reserves in Pakistan.

The reduced timeframe from the invitation to bid through to the deadline for submissions suggests that the issue of conducting a feasibility study of the strategic petroleum reserves is of immediate importance to Pakistan, rather than simply being another consultancy tender – a stance not inconsistent with current developments in the region.

Pakistan’s First Step Towards Energy Independence

The creation of strategic petroleum reserves is the planning bedrock from which future physical strategic reserves will take shape. No nation can create physical strategic petroleum reserves without undertaking a comprehensive feasibility study in the initial stages like the one being planned by PLL at present. Thus, the opening of the bid for this study on Monday is the first step towards Pakistan’s first strategic petroleum reserves.

When the economy relies on imports for almost all of its oil requirements and has seen recurring energy crises within the last ten years, then establishing strategic oil reserves for Pakistan to utilize during such times becomes one of the most important investments that the government should make in the coming years.
