Punjab Announces 40% Cut in Development Budget for 2026–27

LAHORE: Punjab Government has brought about a drastic reduction in its Annual Development Programme (ADP) for the upcoming financial year 2026-27. The new ADP model has set aside an amount of Rs. 752 billion, marking a staggering 39.35% decrease from the last year’s budget allocation of Rs. 1,240 billion.

The extreme tightening of the provincial fiscal belt comes in the wake of a strategic move that would lead to the transfer of Rs. 749 billion into the coffers of the federal government.

Social Sectors Grab Largest Funding Allocation

In spite of the the development budget cuts of Punjab, the provincial planners did everything to protect the investments made by them in various sectors that contributed to betterment within society. The highest allocation was done to social development with an amount of Rs. 333.66 billion.

From within the main social funding stream, the government allocated Rs. 115.5 billion for Local Government and Community Development in order to ensure that the operations of regional municipalities were stable. Heavy funding was also allocated for:

  • Water and Sanitation: Rs. 62.76 billion allocated for extending clean drinking water networks.
  • Specialised Healthcare: Rs. 43.1 billion allotted for specialised medical training and tertiary care hospitals.
  • Health and Demography: Rs. 33.2 billion allotted for regional health centers.
  • Tertiary and Secondary Education: Rs. 55.8 billion ($30.5B for higher education and $25.3B for school education) secured.

Physical Asset Modernization Investments and Production Commitment

The modernization of physical assets has been budgeted Rs. 117.24 billion, thus, becoming the second largest component in terms of value within the Revised ADP. Most of the funds have been allocated to the Communication and Works Division which will invest Rs. 74.1 billion in the regional highway system and municipal roads. Moreover, essential Provincial irrigation systems have been budgeted Rs. 30 billion.

Production was allocated Rs. 103.25 billion of which agriculture still remains the economic anchor with direct investment of Rs. 60 billion while tourism and preservation of museums were provided support funds amounting to Rs. 6 billion.

Public Services, Logistics, and Ecological Safety

The Public Service Accounts Ledger received Rs. 86.08 billion, of which almost the whole sum was allocated through transport logistics with an individual allocation of Rs. 78.5 billion. This fund helps finance urban transport projects along with alternate eco-friendly transport systems.

In order to counter the rising environmental problems, the government earmarked Rs. 38.82 billion for the protection of environment and climate change adaptation, which have been divided into three major environmental categories.

  • Environmental and Climate Change: Provided with Rs. 15.42 billion to address urban smog and carbon emissions.
  • Aquaculture and Fisheries: Provided with Rs. 15.3 billion for marine and inland fisheries projects.
  • Forestry and Wildlife: Given Rs. 8.1 billion for the initiation of reforestation drives within the province.

Finally, the government allocated Rs. 72.95 billion for improving governance and public safety measures to increase the efficiency of institutions. The allocation under this head is Rs. 25.35 billion for the department of Planning and Development, Rs. 18.95 billion for the Board of Revenue, and Rs. 12.88 billion to improve the policing abilities and increase urban surveillance.

Operational monies left for secondary agencies include those that promote literacy, the judiciary, finance departments of corporations, prosecuting authorities, and training facilities in Punjab.
